A Comprehensive Revision of the Import Regime

The Ministry of Trade’s 2026 amendments to the import regime were published in the Official Gazette of 11 July 2026 (No. 33307) and entered into force. Within a regime covering some 15,000 products, around 150 sub-categories were updated with an eye to the balance of production and consumption.

Customs duties were reduced on certain production inputs, and supply flexibility was introduced for raw materials not produced domestically. Where a customs-duty exemption applies, exemption from additional customs duty (İGV) has now been put beyond doubt. Measures were taken against undervalued declarations, and new statistical positions in the tariff have cut unnecessary testing and inspection burdens.

New products were added to surveillance; in some sub-groups with strong domestic capacity, safeguard measures were reinforced with partial duty increases. Imports under free-trade agreements and the Customs Union are exempt from those increases.

Firms would do well to review the new HS/GTİP classifications legally, so as to reduce the risk of import disputes. Our briefing is below.
