Türkiye’s AI Action Plan Is Now in Force
Presidential Circular No. 2026/9 has brought the Türkiye Artificial Intelligence Action Plan (2026-2030) into force. Published in the Official Gazette of 18 August 2026 (No. 33344), the Circular binds the public sector; the real news is that the regulatory agenda for the years ahead has now been announced.
The Plan succeeds the National Artificial Intelligence Strategy (2021-2025). Its addressees are public institutions and it creates no direct private-sector duty. Publication in the Official Gazette is nonetheless not accidental: it tells companies, in advance, the headings on which the State intends to regulate over the next five years.
The proposed framework follows the EU AI Act’s risk-based line. Regulatory sandboxes in at least five priority sectors, the opening of at least two thousand public datasets through a National Data Library, and a promised legal regime for data centres are the points to watch.
Firms would do well, now, to inventory the AI systems they use, revisit contract terms on transparency, liability and IP, and re-examine personal-data compliance for model training. Our briefing is below.
